In Iowa, offering services like microblading, lash extensions, or permanent makeup (PMU) requires the right license. Proper licensing not only keeps you compliant with state law but also builds client trust, enhances your credibility, and protects your career.

The Iowa Board of Barbering & Cosmetology Arts & Sciences, under the Department of Inspections, Appeals, and Licensing (DIAL), enforces the rules for beauty professionals.

1. Eyelash Extensions

  • In Iowa, lash extensions are considered part of cosmetology or esthetic services.
  • You must hold either a cosmetologist license (about 2,100 hours of training) or an esthetician license (600 hours of training).
  • There is no separate lash-only license.
  • You’ll also need to pass the NIC written and practical exams.
  • Renewal requires continuing education (6–8 hours every 2 years, depending on your license type, including Iowa law and sanitation).

2. Microblading & Permanent Makeup (PMU)

  • Microblading, ombré brows, and other PMU services are regulated under cosmetology arts and sciences in Iowa.
  • To legally perform these services, you must hold a valid cosmetology or esthetician license.
  • Many PMU artists also need to comply with tattooing/body art regulations through their local county health department. Always check local ordinances in addition to state rules.
  • Completion of a board-approved training program (like ours) is essential for building both skill and credibility.

3. Licensing Process (Step-by-Step)

  1. Enroll in a board-approved training program (cosmetology or esthetics).
  2. Complete the required hours (600 for esthetics, 2,100 for cosmetology).
  3. Schedule and pass the NIC written and practical exams (score of 75% or higher required).
  4. Apply online via the IBPL Portal
  5. Pay your fees (around $60 for initial applications).
  6. Maintain your license with continuing education every 2 years.

4. Ongoing Compliance

  • All professionals must follow Iowa’s infection control and sanitation rules.
